To all Serious Buyers

We are mandate to major oil refinery in Russia to sell petroleum products like: D2, M100 & JP54. Please see below the procedure:

1. Buyer issues an ICPO, LOI & BCL with right to soft probe. (Also submit NCNDA/IMFPA with all the parties involved).

2. Seller issues FCO within approximately 2-3 business days. Buyer signs and returns FCO with a letter of acceptance.

3. Seller issues draft contract initials on every page, signs, seals and send it to the Buyer for Buyer's signature and seal (with amendments if any). Buyer countersigns and seal the draft contract and sends via email to the Seller.

4. Seller sends Partial POP to buyer, after verification of the Partial POP:

A. Seller and Buyer pay for the refinery-spot Allocation to Government Transportation Monopoly Corporation responsible for the transportation of the Product from the Refinery to the Loading Port.

B. Not later than 48 Hours, Buyer countersigns the Government Transportation Monopoly Corporation affidavit and returns/send back.

C. Upon receipt of the countersigned Government Transportation Monopoly Corporation "GTMC" affidavit, Seller deposits the countersigned affidavit along with the Full Proof of Product "POP" to the Buyer's Bank providing the following documents:

a. Copy of license to export, issued by the department of the Ministry of Energy.

b. Copy of approval to export, issued by the department of Ministry of Justice.

c. Copy of statement of availability of the product.

d. Copy of the refinery commitment to produce the product.

e. Copy of the "GTMC" contract to transport the product to the port.

f. Copy of the port storage agreement.

g. Copy of the charter party agreement(s) to transport the product to the discharge port.

h. Tank receipt and SGS certificate.

5. Buyer issues Proof of Funds from prime bank subject to Seller's approval.

6. Seller issues original contract for final signatory, both party exchange hard copy of contract viacourier within 2 (TWO) working days. Both parties' lodge' contract in respective banks.

7. Seller's bank shall notify the Buyer's bank that they are willing and ready to issue a non-operative 2% Performance bond (PB) to Buyer's bank. The 2% PB will be placed in Buyer's bank account, should the seller fail to supply the cargo of the products, this 2% PB will be paid to the buyer and the intermediaries accordingly as COMPENSATION.

8. The buyer issues the DLC for the monthly cargo value within 3 (THREE) Banking days after receipt pf 2% PB from the seller. This action makes simultaneously and automatically the 2% PB from the seller's Bank and the DLC from the buyer's bank operative.

# Within 7 (SEVEN) working days seller will send Buyer an invitation of Russian Federation on view the allocation (If buyer wishes)

# Delivery commences as per contract and the shipment should arrive at Buyer's discharge port within 21/30 days after the DLC is received by the seller's bank.
